Odin Sphere was not art. it was just a 2d brawler, They've existed for years. They aren't produced much anymore because about half of them or more are pure shit.
Also North America is total shit eh? Considering most of the methods of doing animation today were created in America (IE Rotoscoping) the statement doesn't make much sense. And how can we forgot Walt Disney? Fantasia is one of the most artistic films of all time.
